Congressman John Carter, Chairman of the Homeland Security Appropriations Subcommittee, today introduced language to the Fiscal Year 2014 Department of Homeland Security Appropriation Bill preventing federal funding of abortions within the DHS budget.

As has been done in past years, Chairman Carter plans to introduce the amendment in full committee markup today. Congressman Robert Aderholt (AL-4) and Congressman Alan Nunnelee (MI-1) cosponsored the amendment.

The details of the three provisions of the amendment are:

  • None of the funds appropriated by this Act for U.S. Immigration and Customs Enforcement shall be available to pay for an abortion, as passed by the committee last year.
  • None of the funds appropriated by this Act for the U.S. Immigration and Customs Enforcement shall be used to require any person to perform, or facilitate in any way the performance of, any abortion.
  • Nothing in the preceding section shall remove the obligation of the Assistant Secretary of Homeland Security for U.S. Immigration and Customs Enforcement to provide escort services necessary for a female detainee to receive such service outside the detention facility.

The Homeland Security Subcommittee on Appropriations provides funding for DHS and all agencies within their jurisdiction.  The full committee markup is planned took place today and the bill is expected to continue to consideration of the full house shortly thereafter.

Chairman John Carter is a staunch supporter of pro-life initiatives and will continue to support such initiatives in the 113th Congress and in his role as Chairman of the Department of Homeland Security Appropriations Subcommittee.

“I will always support and remain committed to preserving the sanctity of life, and as a committed member of the Pro-Life Caucus, I will continue to defend human life at all stages,” said Chairman Carter. “The provision in this amendment will continue to ensure that federal taxpayer dollars will not fund abortions.”

In the past, Chairman Carter has co-sponsored other pro-life legislation, including H.R. 1091, the Life at Conceptions Act; H.R. 3, the No Taxpayer Funding for Abortion Act, H.R. 217, the Title X Abortion Provider Prohibition Act and H.R. 1797, the D.C. Pain-Capable Unborn Child Protection Act.
