This landmark pro-life legislation restricts abortions after 20 weeks of pregnancy, and establishes criminal penalties for any person who performs or attempts an abortion against unborn children after 20 weeks.

Rep. John Carter (TX-31) sent a letter to Acting Secretary of the Army Ryan McCarthy and Army Chief of Staff, General Mark A. Milley, applauding the development of the Army's self-directed credentialing pilot program. This pilot program will allow soldiers to participate in additional trade skill credentialing programs in their final 180 days in the Army, preparing them for a rewarding civilian career following their military service. Carter's Funding Provisions Pass House of Representatives

Rep. John Carter (TX-31) proudly voted in support of H.R. 3354, the Make America Secure and Prosperous Appropriations Act. This legislation funds vital Homeland Security provisions authored by Rep. Carter, including funding the Federal Emergency Management Agency (FEMA), Customs and Border Protection (CBP), Immigration and Customs Enforcement (ICE), and the Coast Guard. Additionally, Rep. Carter secured important IRS funding limitations, aid to Israel, and increased Impact Aid and Career and Technical Education (CTE) funding. This bill funds Rep. Carter's POLICE Act for the first time, providing active shooter response training to emergency responders.

Carter Leads House Passage of Emergency Harvey Relief Funding

Today, Rep. John Carter (TX-31) voted in favor of emergency funding legislation to address response and recovery needs from Hurricane Harvey. The bill contains the full amount requested by the Administration – totaling $7.85 billion in emergency funding, including $7.4 billion for FEMA's Disaster Relief Fund. It also includes $450 million to support the Small Business Administration's disaster loan program to assist small businesses and homeowners as they begin to rebuild. Rep.
