Carter "Better Military Housing Act" Included in NDAA

Representative John Carter (TX-31) fought and secured language dealing with privatized military housing in the FY20 National Defense Authorization Act (NDAA). “As the representative for Ft. Hood, my biggest priority is improving the lives of our Soldiers and their families. This legislation makes great strides toward providing our troops with the support they need to fulfill their mission, and after many negotiations, I’m glad that my housing language was included in the final NDAA that will be signed by the President.   

“My housing language serves as the most substantial overhaul of the Privatized Military Housing Initiative in more than two decades. Servicemembers and their families deserve safe, comfortable, high-quality housing, and my language guarantees they receive it. It’s important to me that Soldiers and their families are heard when dealing with housing issues. My language also establishes a tenant’s bill of rights to ensure accountability and protect those who come forward from reprisal.

“In addition, I’m pleased to report that this NDAA includes a 3.1 percent pay increase for service members. Earlier this year I submitted an NDAA amendment to give a pay raise to our troops, but Democrats blocked the amendment twice. I’m glad that common sense prevailed. 

“Finally, I am committed to providing our troops and their families with the resources they need to maintain readiness and enhance morale. In addition to the housing language and pay increase, I’m very excited to see a parental leave policy included in this year’s NDAA. This new policy will provide up to 12 weeks of paid parental leave for the Department of Defense, and it’s an important provision to improve quality of life for military families.  

“I’m glad that this Congress has maintained the tradition of bipartisanship in the passage of this important legislation today. It is Congress’ duty to provide for the common defense and I look forward to continuing to work with my colleagues to tackle the appropriations bills for our military so that the provisions included in today’s legislation are funded to fruition.”

Rep. Carter represents Texas District 31, which includes Fort Hood, the largest active duty armored military installation in the free world. He serves as co-chairman of the Congressional Army Caucus and Ranking Member of the Military Construction and Veterans Affairs Subcommittee on Appropriations.
