Congressman John Carter (R-TX31) was privileged Thursday to have breakfast with Dr. Joseph Westphal, the 30^th Under Secretary of the Army and the Army’s first Chief Management Officer.

The breakfast was hosted by the Co-Chairs of the House Army Caucus, Congressman Carter and C.A. Dutch Ruppersberger (D-MD2). More than 100 House Army Caucus congressional members make up the House Army Caucus. Twenty-four members attended Thursday’s breakfast, hearing from senior leaders about the challenges facing the Army, the soldiers and their families. Past events have included similar conversations with many four-star generals in the Army.
