Representative John Carter (R-TX-31) and Representative Filemon Vela (D-TX-34) yesterday introduced the Military Base Operations and Infrastructure Innovative Management Act to establish a pilot program to promote the use of technologies on military installations. The employed technology will be aimed at improving the performance of infrastructure systems, communications, safety, energy use, time management, and base operations services. 

“Over 1.2 million men and women serve in the United States military and spend their time living and working on military installations,” Rep. Carter said. “This legislation will establish a pilot program to engage in useful technology that will improve base functions, servicemembers’ quality of life, and installation security. As technology continues to evolve, so should our military installations. If passed, I hope that this pilot program will also help us identify useful tools to implement across installations that can improve efficiency and usher in cost-savings.” 

“My service on the Armed Services Committee is focused on ensuring that military members and their families have access to facilities and services that are commensurate with the sacrifices they make in defense of our nation,” Representative Vela said. “Upgrading installations with technology helps us meet those obligations by supporting our military and their national security mission.”

The legislation authorizes up to $15 million for a pilot program at an installation that has a combined population of 65,000 individuals, provides ground and expeditionary aviation training, and is located within 75 miles of a military command headquarter focused on the use of advanced technology. 

Rep. Carter represents Texas District 31, which includes Fort Hood, the largest active duty armored military installation in the free world. He serves as co-chairman of the Congressional Army Caucus and Ranking Member of the Military Construction and Veterans Affairs Subcommittee on Appropriations.
