Rep. John Carter (TX-31) proudly voted in support of H.R. 3354, the Make America Secure and Prosperous Appropriations Act. This legislation funds vital Homeland Security provisions authored by Rep. Carter, including funding the Federal Emergency Management Agency (FEMA), Customs and Border Protection (CBP), Immigration and Customs Enforcement (ICE), and the Coast Guard. Additionally, Rep. Carter secured important IRS funding limitations, aid to Israel, and increased Impact Aid and Career and Technical Education (CTE) funding. This bill funds Rep. Carter’s POLICE Act for the first time, providing active shooter response training to emergency responders. Rep. Carter made the following statement on the legislation: “This legislation prioritizes the safety of the American people, implementing important Homeland Security Provisions I specifically included to strengthen our border and protect our communities,” said Rep. Carter. “Increasing the number of CBP agents on the front lines and investing in smart border technology is vital in protecting our nation from terrorism and stemming the flow of illegal drugs. We’ve strengthened ICE’s ability to enforce immigration laws and conduct investigations into human trafficking, child exploitation, and transnational crime. Hurricane Harvey reiterated the importance of FEMA and the Coast Guard to communities in immediate need, and this bill restores funding critical for Federal Assistance grant programs and disaster relief, helping our families rebuild after devastating natural disasters. It ensures our first responders receive critical active shooter response training as established in my POLICE Act. “With this bill, we’re taking big steps in building our economy, protecting our freedoms, and making investments in the lives of our children. I worked to include specific priorities for Central Texans, including increased funding for Impact Aid, which goes directly to the schools that educate the children of our soldiers at Fort Hood. It includes support for state control over state waters, places limits on the IRS’s abusive practices, and defends our Second Amendment rights. This bill reflects support for Texan students pursuing a career in the trades by increasing funding for CTE programs.” Rep. Carter represents Texas District 31, which includes Fort Hood, the largest active duty armored military installation in the free world. He serves as Chairman of the Homeland Security Subcommittee on Appropriations, co-chairman of the Congressional Army Caucus, is on the Subcommittee for Commerce, Justice and Science and the Defense Appropriations Subcommittee. |
