Purpose: COPS Grant request for the Liberty Hill, TX Police Department for public safety technology and equipment related to communications, crime prevention, officer safety and critical incident response.  Committee support for this request would be a wise use of federal funds as COPS funds may be used to acquire effective technologies and interoperable communications that assist in preventing crimes and procuring funds during the annual budget process is challenging as these items compete with the basic and fundamental functions of the City.

Purpose: Funding is designated for roadway improvements to FM-971 between I-35 to SH-130. The proposed project is a good use of federal funds as it will improve regional connectivity through increased vehicle capacity in a high-growth area, enhance substandard roadway by widening FM-971, add vehicle turn lanes for increased traffic flow, provide drainage improvements, and create a safer environment for pedestrians.

Project Name: Belton E. Central Avenue Bridge Replacement

Purpose: Funding is designated for the relocation of a substandard 10' wide bridge, which serves as a low water street crossing over Nolan Creek, that is located east of IH-35 near Central Avenue. The current  bridge acts as a dam and threatens adjacent properties with flooding, inhibits emergency vehicle and personnel access, and prevents ready access to the City's principal sanitary sewer lift station and the City's Regional Shooting Range and Training Center.

Project Name: RM 2243 Resiliency Project

Requested Amount: $10M
Purpose: The funding is designated for phased improvements to Hero Way/RM 2243 between 183A and Southwest Bypass. The project will modernize and replace dilapidated infrastructure by constructing a new roadway built to modern safety and design standards. The project is an appropriate use of taxpayer dollars and is anticipated to have the following benefits:

  • Connect intermodal facilities in the City of Leander and City of Georgetown.
  • Provide drainage improvements which meet current FEMA floodplain and alleviate flooding conditions
  • Protect sensitive habitats through water quality measures to reduce runoff.
  • Connect users of all abilities by providing space to construct a future shared-use path within the project limits.
  • Improvements will ultimately also provide safe access to nearby high-quality technology and light industrial jobs

Project Name: CATH Laboratory Equipment for Baylor Medical Center of Round Rock, TX

Purpose: Funding is designated for the direct purchase of equipment and renovations for the “high-tech CATH Laboratory” for Baylor Scott & White Medical Center in Round Rock, TX. Current CATH Laboratory equipment has exceeded its lifespan, resulting in all heart attack patients being diverted to other hospitals until the equipment is replaced. This request would be a wise use of federal funds as it would provide emergency care to patients in Central Texas, one of the country’s fastest growing regions.

Project Name: Williamson County Children's Advocacy Center

Purpose: The funding will go to the design and construction of a 12,000 square foot Family Advocacy Center operated by Williamson County, Texas as part of their larger Senior Center structure.  The inclusion of this Family Advocacy Center office would provide key benefits for Leander, Texas' rapidly growing population of diverse residents and would help to provide family advocacy services, forensic interviews, medical exams, mental health counseling, case coordination, and prevention and education services. This request is a good use of federal funds as these services are primarily focused on serving families and children who are impacted by abuse, violence, and exploitation in the community.

Purpose: The funding would be used for an initiative that will combine a workforce research initiative with STEM engagement and educator professional development opportunities. Activities covered by this funding will include summer engineering camps for elementary students, STEM Internship Programs for secondary students, monthly STEM nights at area schools, summer engineering institutes for pre-service teachers from the Texas State Round Rock campus, Saturday teacher professional development sessions for K-12 teachers, a speaker series for the community, and STEM exhibits and interactive activities at area community events.

Project Name: City of Temple Sanitary Overflow Reduction Project

Requested Amount: $5M
Purpose: Portions of the City of Temple’s Knob Creek and Little Elm Creek sewer collection basins are particularly challenged by one of Temple’s best natural features: mature tree cover. This has led to advanced root intrusion into older, more vulnerable sanitary sewer pipes which fills the pipe space with the trees’ underground bio infrastructure, reducing the capacity of the pipes to carry sewage, and increasing both the frequency and severity of sewer overflows. Overflows of sewage are visually offensive, malodorous, and potentially damaging to groundcover and bodies of water. Proactive, designed rehabilitation projects can remedy these root causes in an orderly and scheduled fashion that will be more protective of the valued landscaping amenities and other delicate elements of the neighborhoods’ quality of life.

Purpose: Due to the significant rate of growth for residential and commercial areas, Salado has identified the need to expand its wastewater service area and increase its wastewater treatment plant capacity to 300,000 gallons per day. This request is a wise use of federal tax dollars as the expansion of the treatment plant will help protect public health and prevent irreversible damage to the environment.

Project Name: Fort Hood Barracks

Purpose: Funds would construct a housing facility to accommodate 250 Soldiers at Fort Hood, TX.  Facilities will be designed to a minimum life of 40 years in accordance with DoD's Unified Facilities Criteria including energy efficiencies, building envelope and integrated building systems performance.  This request is a wise use of federal funds as the current barracks are not consistent with the current standard of one Soldier per bedroom but rather they are occupying a configuration of two Soldiers per bedroom in facilities at the end of their useful life cycle.

Project Name: Automated Infantry Platoon Battle Course at Fort Hood

Purpose: Funds would construct an Automated Infantry Platoon Battle Course project which is programed for FY25 in the Army Future Years Defense Program. This project will provide soldiers at Fort Hood’s Reserve and National Guard units with a facility to obtain and maintain efficiency for live fire training.  Existing Infantry Squad Battle Training realm is not updated to current Army standards which may cause Soldiers to enter future combat less than fully prepared to employ the full capabilities of their weapons and equipment. Ensuring our Soldiers are fully prepared for future operations makes this a good use of Federal funds.

Project Name: Automated Machine Gun Range at Fort Hood

Requested Amount: $12.4 million
Purpose: Funds would construct an Automated Multipurpose Machine Gun Range at Fort Hood project which is programmed for FY25 in the Army Future Years Defense Program.  The current range does not meet Army standards and as a result, some Soldiers are required to qualify on substandard ranges using modified qualification standards. This project will support units scheduled for deployment, mobilizing units to the reserve component, and sustainment training for Active Army, Army Reserve, National Guard, and Marine Corps reserve units habitually training at Fort Hood.  This project supports the readiness of our troops and protection of the American people making this request a good use of federal funds.

Project Name: Infantry Squad Battle Course at Fort Hood

Purpose: This project will provide Fort Hood with the required number of Infantry Platoon Battle Courses to meet its current and projected training throughput requirements. The current assault course is antiquated and does not possess the requisite facilities to support the type of training required for today’s modern Army.  This request is a wise use of federal funds as, without this facility, the Soldiers at Fort Hood will not be able to obtain and maintain efficiency for live fire training, for squad and platoon level engagements, as well as not train to standard, widening the gap between equipment fielding and training.

Purpose: Funding would expand testing and evaluation lab capability at Texas A&M University-Central Texas to enable enhanced support for Operational Test Command (OTC) at Fort Hood. Additionally, federal dollars used for this CPF enables OTC to compete at the cutting edge of technology by establishing a low-cost doctoral program in predictive analytics. Investments in programs like the doctoral program provided by Texas A&M University-Central Texas incentivize our military and civilian workforce, allowing DoD to retain talent.
